HMO Licence Cost in Coventry: Why a Longer Licence Costs Less
Coventry turns the usual pricing upside down: the longer the licence, the less you pay. A five-year HMO licence costs £944, a two-year licence £1,116 and a one-year licence £1,571, because the stage 2 fee falls as the licence gets longer. An HMO found operating unlicensed for 12 weeks or more pays £2,241 for a single year. Which length you get depends on a list of management criteria, and for five years, council accreditation. A one-year licence costs more than eight times as much per year as a five-year one. Over five years, a landlord stuck on annual licences would pay £716 in stage 1 fees every year; a landlord on a five-year licence pays it once. What each licence length requires
One year. Any valid application gets at least a one-year licence, provided the licence holder and manager are fit and proper persons with a registered UK address, are competent, there are no management concerns and the HMO is suitable for the number of occupants. First-time licensees normally get one year unless they can show they hold other licensed properties in England or Wales.
Two years. All of the following:
- good management and a good application history, with all documents on time and no reminders after the first chase;
- no improvement notices or financial penalty notices on the address in the past two years;
- no issues from other departments or agencies, such as planning, building control, police, HMRC or immigration;
- the correct planning permission;
- only minor health, safety, disrepair or fire safety conditions, and full compliance at any earlier licence condition inspection;
- no more than two justified service requests, no missed appointments and every room available at the first inspection;
- a fire risk assessment in place.
Five years. All the two-year criteria, plus current accreditation by Coventry City Council for the licence holder and manager, adherence to the Private Rented Sector Code of Practice, arrangements for regular maintenance and cleaning, and, for agents, membership of a professional body such as RICS or ARLA.
The council re-checks the criteria before issuing the licence. An HMO found operating unlicensed for 12 weeks or more is limited to a one-year licence at the higher stage 2 rate, whatever else it meets, on top of any penalty.
Renewals
A renewal fee of £937 applies only if you renew for the same length as your existing licence, apply while the existing licence is still current and are the existing licence holder. Licences are not transferable, so a new owner always makes a new application. To change length at renewal, up to five years, you pay the new application fee for the new length. Landlords who were given a five-year licence under the pre-2019 structure must evidence the eligibility criteria to renew for five years again. Put the expiry date in the compliance calendar: a lapsed licence turns a £937 renewal into a £1,571 new application.
Paying and applying
- The application is not duly made until stage 1 is paid. Stage 1 has not been refundable for withdrawn applications since 1 April 2022.
- Stage 2 must be paid within 14 days of the decision to issue the licence, and paying it is a licence condition.
- Applications from 26 September 2022 are paid through the council's licensing portal.
- Optional extras: an advice visit to check whether a property is suitable as an HMO, £289 plus VAT (£347), and £42 to print and post a paper application.
The council's payment page lists two licence types: a mandatory HMO licence for five or more tenants sharing amenities, and an additional HMO licence for properties with fewer than five tenants or no shared amenities. Check with the HMO team whether your address falls within any additional licensing designation before letting a three or four-person house.
Standards and certificates
Every HMO licence applies the national minimum bedroom sizes, 6.51 square metres for one adult and 10.22 for two, and the mandatory conditions on gas, electrics, alarms and furniture. Penalties
For offences committed on or after 1 May 2026 the maximum civil penalty for an unlicensed HMO is £40,000 and a rent repayment order can reach 24 months' rent. In Coventry an unlicensed period also fixes you at the one-year higher rate. Worked example: the cost of five years
Three landlords each run a five-bed HMO for five years. The first meets the five-year criteria: £944, or £189 a year. The second meets the two-year criteria: £1,116 for the first two years and £937 to renew for two more, £2,053 for four years.
